An Operations & Maintenance (O&M) Plan is guidance for maintenance of asbestos-containing building material (ACBM) or lead-based paint (LBP) in place at a property while minimizing the potential for release of those hazardous materials into the air.

- Helps ensure adequate response to a fiber release episode.
- Helps minimize the possibility of future fiber releases.
